El Carmen de Viboral was founded in 1752, although others had already established their farms in Carmelite territory, Father Fabián Sebastián Jiménez de Fajardo and Duque de Estrada cura de Marinilla and his brother Juan Bautista, with slave labor, established a farm of Recreation or resting place that received the name of Carmen, in which they built a chapel.

El Carmen de las Cimarronas was populated by settlers, laborers, day laborers, indigenous people and slaves who were dedicated to agriculture, livestock, the exploitation of primitive forests.

Its primitive settlers were the Tahamíes Indians of the Quiramas Indian tribe.

In the last years of the 18th century, in 1787 the image of Our Lady of Carmen was brought from Quito and considering the increase in the population, the erection of El Carmen was requested in Parish. In 1807 the category of parish was granted with the name of Nuestra Señora del Carmen de Viboral. With the parish the first limits were assigned to him; from there it was recognized its own territory.

It is considered by tradition, although there is no known administrative act on the civil erection of the Parish District, that El Carmen began its life with its own administration in 1814.

Initially it was called the Site of Our Lady of Carmen de Cimarronas. The hacienda where the population began received the name of El Carmen, about which one version indicates that due to the devotion to this virgin, and another version, due to the beauty of the landscape that reminded the Spanish settlers of the gardens or Cármenes of Granada, in Spain. The thing about ´´El Viboral´´ is, apparently, due to the snakes that abounded on the right bank of the Cimarronas river.

The identity of the Carmelites is built by a history that speaks of their miscegenation, especially between indigenous people and whites, a culture that was built in the 18th and 19th centuries under the formation of the religious and moral power of the Catholic Church, the life of the countryside and livestock. The attitudes of neutrality and independence that the Carmelites had to develop because they were in the midst of the conflictive relationships that Rionegro and Marinilla had between them. Learning to overcome internal conflicts, at the end of the 19th century and during the first half of the 20th century, generated by the dispute over territory, the exercise of power and the emergence of new forms of life introduced by those who brought pottery. The assimilation of the changes with which ceramics opened the world to the Carmelites. The work of women in factories, since the beginning of the 20th century. The strength that he gave to the family union by the non-migration of men to other lands in search of sustenance.
